Boultbee, Frank Washington (1864-1933)

Frank Washington Boultbee was a surveyor, city employee and military officer. He lived at several West End addresses in the late 1800s and early 1900s.

Family Background

Frank Washington Boultbee was born in Ancaster, Ontario on May 23, 1864 (He was often called “Tom.”) His parents were Washington Boultbee (1806-1875) and Eliza Sophia Bourne (1828-1926).

Washington Boultbee died at sea on June 14, 1875.

Early Life

Frank attended school in Hamilton, Ontario.

In 1881, he was living with his mother in the township of Glanford, Ontario.

In 1882 he went to Manitoba, where he became a railway surveyor with the Canadian Pacific Railway.

He later worked with the Manitoba and Northwestern Railway Company for four years. This railway was originally called the Portage, Westbourne and North Western. It was one of several “colonization railways” to which the Government of Canada gave grants of land in areas where the Canadian Pacific Railway’s main line did not run. The Manitoba and Northwestern Railway Company’s line was to go from Portage la Prairie to Yorkton.

To Vancouver

Frank arrived in Vancouver in 1887 as part of the Canadian Pacific Railway’s engineering staff.

For a time he worked on surveys for the City of Vancouver water works system, and he became the secretary of the Vancouver Water Works Company.

Military Interests

In 1885, Frank joined the Winnipeg Field Battery, in which he served as a gunner.

In Vancouver, Frank was one of the first officers in the Duke of Connaught’s Own Rifles.

Water Works Department

The Vancouver Water Works Company, the Coquitlam Water Works Company, and the City of Vancouver were all incorporated on April 6, 1886.

Frank became the secretary of the Vancouver Water Works Company.

After a series of challenges, the city acquired the Vancouver Water Works operations. Frank became the city’s chief clerk or office manager for water works, although some sources still called him the secretary.

He remained with the city water works department until 1911.

Society Life

Frank appeared in the 1908 Vancouver society directory. (Note: although the directory referred to “Mrs. F.W. Boultbee,” it appears that this was an error. Frank was unmarried until 1923, and “Mrs. F. W. Boultbee” was probably Frank’s mother, Eliza Sophia Boultbee (née Bourne) (1828-1926).)

Frank also appeared in Who’s Who in Western Canada and Canadian Men and Women of the Time. He was a member of the Vancouver Club, and his recreations included fishing and shooting.

Changing Business Priorities

In the fall of 1910, Frank resigned as the commanding officer of the Duke of Connaught’s Own Rifles. His stated intention was to devote more time to the city’s water works activities.

However, by the spring of 1911, Frank had also resigned from his position with the city’s water works service. He went into a farm implement business in Chilliwack, British Columbia, along with Frank Algernon Hewer (1864- 1953), who was married to Frank Boultbee’s niece.

It is not clear how long the farming implement business lasted. Frank Hewer died on April 30, 1953, at Roberts Creek, British Columbia.

In the 1914 Vancouver directory, Frank Boultbee was an agent for the National Life Assurance Company.

Military Service during First World War

In late 1916, Frank enlisted in the Canadian Forestry Corps to serve with the allied forces during the First World War.

In May 1919, he was discharged during the general demobilization at the end of the war.

In 1920 he received an honour from the French government for his war service.

After the war, Frank returned to British Columbia, where he took up fruit farming at Agassiz.

Marriage to Beatrice Cora Boultbee

On October 30, 1923, in Vancouver, Frank married Beatrice Cora Boultbee, who was his distant cousin.

Beatrice had come to Canada to marry Frank.

Frank’s and Beatrice’s wedding was at St. Paul’s Church in Vancouver. The guests at the wedding ceremony also honored Frank’s mother, who was celebrating her 95th birthday.

Later Life

Frank and Beatrice lived in Agassiz for several years. They often participated in organizations that supported ex-service members and their families. Frank was also associated with the Boy Scout Association.

Frank died in Agassiz on September 7, 1933. A funeral ceremony took place at All Saints’ Anglican Church in Agassiz.
