Frederick James Parks was a foreman for the Vancouver City parks system. He lived at 847 Park Road in 1912 and 1913 and at 746 Gilford Street in 1914 and 1915.

Frederick James Parks was born in Brighton, England on September 29, 1869 (some sources say 1872). His father was Isaac Parks, who was a gas fitter and metal worker. Frederick’s mother was Hannah Wilson.

Frederick travelled to Canada about 1889. By 1891 he seems to have been living in the Cypress area of Manitoba, working as a farm labourer.

On July 27, 1898, in Winnipeg, he married Hilda Eggers (sometimes spelled Eggertz or Eggerty). She was born in Iceland on May 14, 1873 (some sources say May 15, 1871).

Frederick and Hilda were in Hamiota, in southwestern Manitoba, when their first child, Frederick Charles Parks, was born in May 1899. He died about 10 weeks later in Brandon, Manitoba.

By late 1900, Frederick and Hilda had moved to Vancouver. Their second child, William Henry Parks, was born in Vancouver on December 16, 1900.

Frederick first appeared in the Vancouver directories in 1900. He was living at 612 Pender Street; he was working as a bartender.
