Charles Ramsay Stirling Stein was born in Vancouver on January 5, 1897. He attended the Probus School in Cornwall, England. In 1911 he travelled to Canada with his sister, Margaret.

Charles went to high school in North Vancouver. He then attended the Royal Military College in Kingston, Ontario.

In 1917 he became a lieutenant with the Canadian Expeditionary Force to serve during the First World War. His service included periods in England and India. After the war he returned to Canada as a Lieutenant-Colonel and became a staff adjutant at the Royal Military College.

In 1926, in Toronto, Ontario, he married Marjorie Haines Moore. Her parents were Charles Frederick Moore and Alys Haines Stephens. (It appears that this marriage ended in divorce. In 1934, in Bangalore, Madras, India, Marjorie married Gerald Carr-White (1896–1955), who was a career military officer in India during the Second World War. Majorie died in New Forest, Hampshire, England, in 1975.)

On July 9, 1938, in Quebec City, Charles married Frances Stuart Ross. She was born in Quebec City on November 12, 1904. Her parents were John Theodore Ross and Mabel Kate Burstal.

During the Second World War, Charles continued his military service. He was an acting commanding officer in St. John, New Brunswick. He later went to the Canadian military headquarters in London, England, where became a major-general and commanded the Fifth Canadian Armoured Division. He retired on medical grounds in early 1944.

He later moved to Victoria, British Columbia. He was the vice-chairman of the Greater Victoria Red Cross disaster committee, and the rear commodore of the Royal Victoria Yacht Club. He was the honorary president of the Victoria Ski Club.

In 1950 he became the head of British Columbia’s civil defences.

He died in Victoria on June 3, 1973.
